TGA Endorses Textile Renewal Alliance as PRO for California’s New Textile EPR Law (SB 707)

Published on December 10, 2025

The TGA is actively engaged in ongoing discussions around California’s new textile Extended Producer Responsibility (EPR) law (SB 707). SB 707 will require companies to take responsibility for what happens to their textile products after consumers are done using them. We want our members to know that we’re taking steps to ensure the industry’s voice is represented, and we have signed our endorsement for the Textile Renewal Alliance (TRA) to serve as the single official Producer Responsibility Organization (PRO) responsible for the program.

The TRA was formed through a collaboration between the California Retailers Association (CRA), the American Apparel & Footwear Association (AAFA), and the National Retail Federation (NRF). These groups came together to help companies comply with the new textile recycling law by establishing one organization — the TRA — that will manage compliance responsibilities on behalf of producers. Backed by a Steering Committee of industry producers and supported by consultants with domestic and international PRO experience, the TRA has developed a governance structure that aligns with CalRecycle’s requirements and is positioned to lead an effective, cost-efficient program in California. The organization formally launched in early November and intends to apply for official PRO designation by the end of the year.

The TGA has added its name to the endorsement letter to help ensure a strong, unified, producer-led organization guides implementation of SB 707 and any future textile EPR requirements.

We will continue to keep members informed and will host a webinar to walk through the law, the official PRO’s role, and what brands can expect as more details become available.
