
New U.S./China Deal Lowers Tariffs on Travel Goods Imports From China
The U.S. and China have reached a new trade deal that will reduce tariffs on U.S. imports of travel goods from China. The announcement followed a meeting between President Trump and Chinese President Xi on the sidelines of the APEC Ministerial in South Korea. The White House released a fact sheet on the deal on November 1.
Key Changes
Effective November 10, the U.S. will lower the fentanyl-related tariff on Chinese imports from 20% to 10%. President Trump also indicated that if China further addresses the export of fentanyl and precursor chemicals to the United States, he may consider removing the fentanyl tariff entirely.
In addition, the deal:

Locks in the 10% IEEPA (reciprocal) tariff on U.S. imports from China through November 10, 2026

Suspends additional fees on Chinese-owned and Chinese-operated ships entering U.S. ports through November 10, 2026

Other Asia Trade Announcements
During the same trip to Asia, the Administration also announced agreements— or frameworks for agreements— with Cambodia, Thailand, Malaysia, and Vietnam. These deals lock in current IEEPA (reciprocal) tariff rates, meaning U.S. travel goods imports from these countries will have the following tariff rates:

Cambodia: Normal tariff (17.6 - 20 %) + 19% IEEPA (reciprocal) tariff = 36.6% – 39%

Malaysia: Normal tariff (17.6% - 20%) + 19% IEEPA (reciprocal) tariff = 36.6% – 39%

Thailand: Normal tariff (17.6 - 20%) + 19% IEEPA (reciprocal) tariff = 36.6% – 39%
